Following successful completion of the course, students are expected to be familiar with the basic legal and political choices of the national and European legislator with regard to the objectives and the functioning of competition, the rules on protection of competition and the assessment of the behaviour of undertakings and Member States of the European Union. Furthermore, they will be familiar with the modern tendencies in competition law.<\/p>\n

Familiriazation with the above issues is of utmost importance, given that Competition Law remains a fundamental component of free and open economy, which is the «constitutive economic model» of the Union and its Member States.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The module covers the following issues:<\/p>\n

Notion, operation and components of competition. Schools of competition. Relationship between free and unfair competition. Relationship between national and European competition law and division of competences between the European Commission and the National Competition Authorities (NCAs). Basic concepts of competition law (workable competition, relevant market, de minimis rule). The instruments of Competition Law (articles 101-109 TFEU, Commission’s Communications\/Guidelines, ECJ case law, Greek Law 3959\/2011 and Decisions of the Hellenic Competition Authority). Prohibited behaviors: cartels (vertical, horizontal), concerted practices, abuse of dominant position. Individual and block exemptions. Prohibition of State Aids (the rule and the exceptions). Mergers of undertakings. Public enforcement of competition rules (powers of the Commission and the NCAs, imposition of sanctions, leniency programs). Private enforcement of competition rules (actions for damages in case of infringement of competition rules).<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Drafting of written essay of appr. 2000 words and written examination, which comprises theoretical and practical issues.<\/p>\n

Evaluation focuses on whether students have understood the basic concepts of Competition Law, as well as on their ability to solve practical issues in this field.<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
